Lay a sheet of newspaper on a flat surface.

Sandwich the sheet between two sheets of glossy gift wrap.

Treat the stack as if it were a single sheet of paper, shape it into a large cone.

Tape the overlapping edges of the cone.

Roll up the edge of the cone to create a brow band.

Cut out bright stars from Con-Tact paper and have each child adorn their hat with them.
