Instructions
  1. To make one, start with a 2 1/2- by 26-inch strip of blue craft foam for the headband (you may have to attach two strips end to end with vinyl tape to make it long enough).

  2. Next, cut out nine or more pairs of stars from red, white, and blue craft foam.

  3. Fashion a stem for each pair by twisting together two pipe cleaners, then use double-sided tape to sandwich the stars around the top.

  4. Trim the stems to various lengths and tape them inside the headband.

  5. Finally, wrap the band around your child's head and paper-clip the overlapped ends.
