- Instructions

-
To make one, start with a 2 1/2- by 26-inch strip of blue craft foam for the headband (you may have to attach two strips end to end with vinyl tape to make it long enough).
-
Next, cut out nine or more pairs of stars from red, white, and blue craft foam.
-
Fashion a stem for each pair by twisting together two pipe cleaners, then use double-sided tape to sandwich the stars around the top.
-
Trim the stems to various lengths and tape them inside the headband.
-
Finally, wrap the band around your child's head and paper-clip the overlapped ends.
